Liminal is an applied research organization founding the discipline of Territorial State Craft: the art of securing human flourishing through good government. It stands on the conviction that places flourish or decline according to the state of the protocols they run on, and the belief that fragile territories are the grounds where this art will flourish first. To give birth to this discipline, Liminal is building its full stack across discourse, research and practice: developing its methods through place-based experimentation, forming its practitioners through applied learning, and assembling the network of first-movers that embeds methods and practitioners in real-world territorial transitions. Liminal is an institutional exercise in cathedral thinking: moving through short-term incentives and opportunities to build a lasting transformation in how European territories are lived and governed.
